About our Public Health Nursing Service

The Public Health Nursing Service delivers the Healthy Child Programme (HCP), offering every child, young person and family an evidence-based programme of interventions. This includes assessments, support to uptake screening and immunisations, developmental reviews, and information and guidance to support parenting and healthy choices.

We strive to give every child the best start in life, to support everyone to enjoy a happy healthy life, regardless of who they are and where they live. We provide personalised services and interventions through partnership working alongside family centres, supporting the early help framework and midwifery to support our families, as well as GPs, social cervices etc.

The service is made up of unique individuals where creativity and leadership at every level is supported and encouraged, along with individual participation in key areas of interest. We have an ambition to 'grow our own' allowing staff to develop through innovative thinking and entrepreneurship along with professional development to support career progression.

Our teams

Core team

Our core teams have a range of skills that support children, young people and families achieve healthier lifestyles and reach their potential, they are aligned to the six area council wards:

Specialist teams

We also have several specialist teams who work across the borough:

Partnership Plus Team (PPT)

The PPT deliver the Healthy Child Programme and support children, young people and families who are subject to a child protection or child in need plan.

Children in Care Team (CiC)

The CiC deliver the Healthy Child Programme and support children, young people and carers who are looked after by the local authority.

Integrated Safeguarding Team

The MASH team represent all health partners in the Social Care Integrated Front Door/Multi Agency Safeguarding Hub (MASH) Team. They are responsible for interpreting and sharing health information from a range of health providers necessary to inform multi-agency decision making in relation to children and young people in need of safeguarding within Barnsley.

Infant Feeding Team

The Infant Feeding team are integrated into our core teams and provide intensive support to families, focusing on breastfeeding initiation and prevalence along with supporting bottle-feeding families to build early close loving relationships.

Quality and Governance Team

The team supports, develops and maintains the service wide clinical governance and quality assurance framework to ensure a 'whole system' approach to quality, safety and governance which supports the delivery of consistent and high-quality services and strategies. They also manage the service clinical record and IT systems to ensure that information meets required standards to drive service improvement and facilitate reporting, audit and governance requirements.

 

Roles within the 0-19 Public Health Nursing Service

Service Manager

Provides strategic and operational management and leadership across the Public Health Nursing Service, promoting and safeguarding the welfare of service users and maximising the health and wellbeing of children, young people and families in the borough.

Named Nurse Safeguarding and Quality Assurance

Fulfils the statutory function of Named Nurse professional for safeguarding and children looked after. They provide strategic and operational management across the Public Health Nursing Service taking a lead role in the development, implementation and ongoing management of the service wide quality assurance framework.

Quality and Governance Lead

Manages and leads the service wide clinical governance and quality assurance framework to ensure a 'whole system' approach to quality, safety and governance which supports the delivery of consistent and high-quality services.

Practice Education Lead

Manages the learning environment developing and maintaining high quality learning opportunities, and providing support, supervision and educational input for nursing students and all staff within the service.

Healthy Child Programme Lead (HCPL)

The purpose of the HCPL is to supervise, lead and manage PHN teams to ensure the effective delivery of the Healthy Child Programme to achieve improved health outcomes for children and families. The HCPL will work collaboratively with local colleagues to develop and maintain effective services to children and young people and their families.

Specialist Community Public Health Nurse (SCPHN)

A SCPHN(also known as a health visitor or school nurse) is a qualified nurse or midwife with post-registration experience who has undertaken further education and training to become qualified in child health, health promotion, public health and education. The role of the SCPHN is to provide evidence based public health nursing practice that promotes and improves health and addresses inequalities at individual, family and community level. This involves helping parents to develop and sustain a strong bond with children and encourage care that keeps children healthy and safe. The SCPHN takes a lead within the service and with multi-agency partners to ensure the delivery of the Healthy Child Programme to improve health and wellbeing and safeguard children, young people and families.

Public Health Nurse (PHN)

A PHN is a qualified nurse or midwife providing evidence based Public Health Nursing practice under the supervision of a Specialist Community Public Health Nurse, promoting and improving health and inequalities at individual, family and community level. The PHN supports the delivery of the Healthy Child Programme, undertaking clear and detailed assessments at both individual and community level including health needs, early help and safeguarding, planning, delivering, and evaluating public health initiatives through building community capacity activities, which reflect the needs of families and communities. This involves undertaking health assessments, offering support with health and development needs and promoting health through individual contacts or community events.

Child Development Practitioner (CDP)

A CDP has a qualification in Childcare and Education (formerly Nursery Nursing) or Early Years Care and Education. With the direction of the SCPHN, the CDP utilises appropriate frameworks and evidence-based approaches providing parents and carers with support and information in relation to parenting and activities that improve physical, emotional and social development of young children through a variety of means including visiting the home, early years and education settings, group work and one to one sessions as required to address health and development issues of children and young people.

Public Health Support Worker (PHSW)

A PHSW has a qualification in Health, Social Care or Child Health. The PHSW contributes to the co-ordination, organisation and implementation of local, regional and national initiatives and activities to promote health and wellbeing. They support children, young people and families to explore options available to them to make informed positive healthy lifestyle decisions such as healthy eating, physical activity and sun safety.

Integrated Safeguarding Nurse Specialist

The Integrated Safeguarding Nurse Specialist is a Specialist Community Public Health Nurse who possesses extensive knowledge and experience of safeguarding children, young people and families. The Integrated Safeguarding Nurse Specialist is the designated health representative in the Social Care Integrated Front Door/Multi Agency Safeguarding Hub (MASH), responsible for interpreting and sharing health information from a range of health providers necessary to inform multi-agency decision making in relation to children and young people in need of safeguarding within Barnsley.

The Integrated Safeguarding Nurse is a Specialist Community Public Health Nurse who possesses knowledge and experience of safeguarding children, young people and families. The Integrated Safeguarding Nurse supports the designated health representative in the Social Care Integrated Front Door. They are responsible for interpreting and sharing health information from a range of health providers necessary to inform multi-agency decision making in relation to children and young people in need of safeguarding within Barnsley.

Name Nurse Children in Care

The Named Nurse Children in Care is a Specialist Community Public Health Nurse who possesses specialist skills, knowledge and experience regarding the health needs of Children in Care. The specialist Nurse Children in Care leads, co-ordinates and quality assures the assessment and monitoring of the health needs of children in care and provides specialist advice and support to wider health and Social Care professionals, carers and residential establishments to ensure continuity of high quality, safe and effective healthcare for children and young people in care.

SCPHN Gypsy, Traveller and Asylum Seeker

The SCPHN Gypsy, Traveller and Asylum Seeker is a Specialist Community Public Health Nurse with experience of working with complex children, young people and families in a multi-agency context. The SCPHN Gypsy, Traveller and Asylum Seeker ensures provision of evidence based public health nursing and delivery of the Healthy Child Programme to ensure continuity of high quality, safe and effective healthcare to children, young people and families identified as Gypsy, Traveller or Asylum Seeker.

Infant Feeding Team Leader

The IFT Leader provides co-ordination of the Infant Feeding Peer Support Workers and volunteers, manages the Breast Pump Loan scheme and co-ordinates community groups and infant feeding antenatal education programmes across the Borough.

Infant Feeding Team Support Workers

Infant Feeding Support Workers have specific training, skill and knowledge in discussing feeding choices for parents and their baby which includes prioritising supporting research from United Nations Children's Fund (UNICEF), Department of Health and the World Health Organisation. They work closely with local communities in order to develop increased knowledge and skills about infant feeding amongst families, the voluntary sector and local business and organisations.

Single Point of Access (SPA) Business Support Officer

SPA Business Support Officers support the 0-19 Public Health Nursing Service to ensure smooth running of administrative processes, deal with communications and information and providing a welcoming first point of customer contact, assisting in timely and responsive communication for service users.
