Join a team that looks after Barnsley’s most valuable public asset, the adopted highway network, and keeps our borough moving every day.

As the Local Highway Authority, we have a legal duty to maintain the network and the power to improve it. We use data-led asset management and engineering judgement to target investment across carriageways, footways, bridges, drainage, street lighting, signs and markings, so the network is safe, reliable and future-ready.#

How we keep Barnsley moving

• We coordinate and regulate works on and around the highway, covering utilities and developers, under the New Roads and Street Works Act and the Traffic Management Act, including permits, inspections and reinstatement standards.
• We make and implement TROs (including temporary orders), deliver traffic-calming and safety schemes following statutory consultation, and manage events on the highway so people and goods can move safely and efficiently.

A delivery model that suits doers

Much of our day-to-day delivery is in-house through the Council’s Direct Labour Organisation (DLO), giving you hands-on influence over quality, responsiveness and productivity across maintenance, construction, lighting, traffic engineering, network coordination and enforcement.

Resilience when it matters

You’ll lead a service that plans and delivers winter operations in line with national best practice and our annually updated Winter Service Policy, and that plays a key role in flood preparedness and incident response with local and national partners.

Regional reach and investment

We manage substantial revenue and capital programmes, aligning local priorities with regional funding, particularly the South Yorkshire CRSTS settlement via SYMCA, assembled transparently using condition data and clear governance. We also work with National Highways on the strategic road network within the borough.
