Voluntary and charities mini-bus licences

Minibus permits can be issued to voluntary and non-profit making groups that are related to:

  • religion

  • education

  • recreation

  • social welfare

  • other activities of benefit to the borough

These permits are also known as section 19 permits, and can allow the use of a minibus with between nine and 16 passenger seats for hire.

We can issue the permit under certain conditions, and at times without the need for the driver to hold a Public Service Vehicle (PSV) operator licence.
