Apply for a taxi driver's licence

We're responsible for issuing taxi driver licences. The licences are dual, meaning that you will be able to undertake both private hire and Hackney Carriage work.

How to apply

You can apply for a licence if:

  • you're aged 19 or over;
  • you've held a full driving licence for a period of not less than 12 months; and
  • we're satisfied that you're a fit and proper person to hold such a licence.

You'll need to complete the following:

  • Driver application pack (includes guidance notes and other useful information)
  • Theory test (see details below)
  • Disclosure and Barring Service (DBS) check (see details below)
  • Driving assessment with Blue Lamp Trust or Taxi Driving Solutions (see details below)
  • Medical examination report (to Group 2 standards)

When you've completed your application you need to contact us to make an appointment with a licensing officer. We'll check all the parts of your application are complete; we may refuse to accept an incomplete application. Please note, there's no time-frame for how long an application may take.

To book an appointment call (01226) 773555. Appointments are held between 1.15pm and 4.30pm at Westgate Plaza, 1 West Street, Barnsley, S70 2DR. Payment for the application will be taken over the phone when you call. See below for information on the fees payable.

You may be required to appear before our Licensing Regulatory Board if there is any doubt as to your fitness to hold a licence, like criminal convictions.

Applications are valid upon receipt of a complete and valid application (see guidance in the application pack for more information). Although there is no specific order of completion, please note that medicals can only be accepted for three months from a doctor’s signature and the Enhanced DBS is valid for three months from issue. Generally, applicants complete the theory test and driving assessment first.

Theory test

You can book a theory test by calling (01226) 773555 and asking to book onto the taxi driver theory test for the first time. The fee for a first time theory test is £65.

All cancellations are non-refundable and if you fail a theory test you must pay another fee to re-sit the test.

Applicants must bring a form of photo ID, such as a driving licence or a passport, when they sit the exam. Failure to produce acceptable ID will result in the individual being refused entry into the exam without refund.

Disclosure and Barring Service (DBS) check

You'll need a DBS check to get a licence and you can make an appointment with the council's DBS Checking Service to ensure someone is available to complete the form for you.

The fee for an enhanced DBS check is to be paid at the time of making the application. You must take proof of your national insurance number, address, driving licence (both parts) and a valid passport, if you have one.

Driving assessment

Driving tests are conducted through the Blue Lamp Trust and Taxi Driving Solutions.  

Blue Lamp Trust driving tests can be booked online or by telephone on 0333 700 0157.  Once passed, a certificate will be sent to our service where it will be kept on file.

Taxi Driving Solutions are able to offer the standard Taxi assessment as well as offering the enhanced Taxi assessment – this includes a wheelchair exercise.  Bookings can be made online, by telephone on 01423 298398 or text message. Dual Driver Licences (combined hackney carriage and private hire driver) are available for either a 1 year period or a 3 year period.

The application fee for a 1 year licence is £137, while the fee for a 3 year licence is £221. 

Fees for medicals, DBS checks and driving assessments are set independent of the Licensing Section; you'll need to check with the appropriate body for these.

Minibus licences

A taxi drivers' licence does not allow you to drive a minibus with more than 8 seats. You'll need a PSV licence for this.
