£30.86 million investment to improve council homes set for cabinet approval

On 18 March, cabinet will consider proposals for a major £30.86 million investment in council housing in 2026-2027, aimed at ensuring tenants continue to live in warm, safe, and well‑maintained homes. 

The HRA (Housing Revenue Account) Decent Homes Capital Investment Programme will be delivered by Berneslai Homes, and builds on the Berneslai Homes Strategic Plan and Annual Business Plan that was approved by cabinet earlier this year. The programme sets out a package of improvements designed to help us reach our target of achieving 100% decent homes compliance across our 18,000-strong housing stock during 2026 -2027. 

The programme, funded through the Housing Revenue Account (HRA), includes: 

  • £14.951 million for the 2026-2027 Barnsley Homes Standard Programme 

  • £9.473 million for the Supplementary Investment Programme across areas such as district heating, major adaptations, structural works and empty homes 

  • £6.436 million for other essential capital works including fire safety, building compliance and environmental improvements 

This investment will see thousands of key home components replaced or upgraded, including kitchens, bathrooms, roofs, windows, doors, electrical systems, and heating. 

Following the completion of stock condition surveys over the past three years, the results have provided a detailed report of the condition of homes, helping us to target investment where it is needed most. 

During 2026-2027, works will include: 

  • Boiler replacements, to reduce breakdowns and improve efficiency 

  • Targeted energy efficiency improvements to help more homes reach EPC Band C or above 

  • Environmental and neighbourhood improvements, including communal upgrades and estate enhancements. The scheme also supports the “Love Where You Live” programme which seeks to empower and revitalise communities 

  • Major adaptations to support tenants with additional needs, helping residents live independently for longer 

The report also highlights continued investment in fire and building safety, including work across high‑rise buildings and independent living schemes. 

The proposed programme contributes to our wider ambitions for healthy, growing, sustainable communities, supporting the delivery of the Barnsley 2030 vision and meeting the requirements of national housing regulators.

By continuing to invest in essential improvements, fire and building safety, and neighbourhoods, we’re ensuring that our housing stock remains fit for the future while improving the day‑to‑day lives of residents.” 

If approved, the 2026/2027 programme will begin from April 2026, with tenants fully consulted ahead of works taking place.
