Barnsley Council Chief Executive Sarah Norman shortlisted for Chief Executive of the Year

We’re proud to announce that our Chief Executive, Sarah Norman OBE has been shortlisted for Chief Executive of the Year in the prestigious Municipal Journal (MJ) Achievement Awards. 

This recognition reflects her inspirational leadership, vision and commitment to the borough.

Sarah’s impact on Barnsley has been transformative. Since joining the council, she has championed collaboration, innovation and a people‑first approach, helping Barnsley secure unprecedented national recognition. 

She leads our council with ambition and belief, pushing boundaries, driving innovation and redefining Barnsley as the Place of Possibilities. Her leadership proving instrumental in delivering major projects that strengthen the borough, including the Glass Works town centre redevelopment, Health on the High Street, Great Childhoods Ambition with initiatives such as Barnsley MiCard, the reintroduction of Love Where You Live, early adoption of Microsoft Copilot and the development of the Seam Digital Campus which is central to Barnsley’s ambition to be the UK’s leading digital town. 

She fosters a culture of innovation, empowering staff with the confidence and space to develop new ideas. This approach has shaped a positive, supportive organisational culture, highlighted in the LGA Corporate Peer Challenge, which praised how her leadership continues to underpin our success. 

Sarah is also highly respected across the region for her ability to bring partners together, strengthen collaboration and drive forward Barnsley’s long‑term ambitions, including Barnsley 2030 and the emerging 2040 vision.

Her drive, wisdom and determination have played a huge part in Barnsley’s success on the national stage, and this shortlisting is richly deserved. We are immensely proud of everything Sarah has achieved for our borough.

Judges' comments:

Sarah’s nomination reflects exceptional and well evidenced leadership at place and sector level. Achieving previously both LA and Council of the Year recognition, driving Barnsley 2030 as a co-produced place ambition and strengthening regional leadership through SIGOMA and the Yorkshire Chief Executives group demonstrate significant influence and delivery. Her ability to combine regeneration, innovation and strong political relationships makes her a compelling finalist.
