Barnsley leads the way in employment support through Pathways to Work
Barnsley continues to make significant strides in employment support as part of South Yorkshire’s regional trailblazer, Pathways to Work – a bold and ambitious system change that’s empowering people to overcome barriers and move into meaningful work.
New data from the Office for National Statistics shows Barnsley’s unemployment rate at just 2.8%, below the Yorkshire and UK averages, which stand at 4%.
But with 24.2% of South Yorkshire’s working-age population economically inactive, many due to long-term health conditions, there’s more to do, and Barnsley Council is committed to finding a pathway to work for all residents.
Pathways to Work is Barnsley’s response to these challenges.
This multi-agency model brings together health, wellbeing, skills and employment support – all in one place. It’s designed to meet people where they are, offering personalised support that fits around their lives and aspirations.
And it’s making steady progress. So far, 812 people have fully engaged with the offer, with more in the pipeline. The model has built partnerships with Job Centre Plus, health partners and community organisations—all working together to identify and support those who can benefit most.
The council is also working with employers to create flexible roles and improve workplace wellbeing through initiatives like Be Well @ Work, which offers practical guidance to employers on supporting staff with health conditions, reducing absences, and improving retention.

"Barnsley’s lower unemployment rate is a promising sign, but we know that many people who want to work still face challenges. That’s why our Pathways to Work model helps people take meaningful steps towards employment in a way that works for them.
“We know that for many, the hardest part is simply knowing where to begin. Whether someone is living with a health condition, caring for loved ones, or wants to build their confidence, our model is designed to meet them where they are and help them move forward.
“We remain deeply committed to making further progress. By working with partners across South Yorkshire, we’re creating new opportunities so that more people can realise their potential and build a future they may not have thought possible.”
