Progress review reinforces Barnsley Council’s position as high-performing
On Tuesday 8 October, Barnsley Council welcomed back the Local Government Association's (LGA) Corporate Peer Challenge team for a one-day review.
The Corporate Peer Challenge, coordinated by the LGA, offers councils an independent review of their performance. It’s an opportunity to receive constructive feedback and practical recommendations to support ongoing improvement.
When the team last visited in December 2024, they recognised Barnsley Council’s strong track record and ambition, setting out nine recommendations for us to build on. We responded with an action plan that was published in May 2025.
Sarah Norman, Chief Executive of Barnsley Council, said: “I’m extremely proud that the progress visit has reinforced our reputation as a high-performing council.
At Barnsley Council, we embrace our bold, brave and innovative culture, which harnesses the pride, ambition and excitement that our people bring to their roles. It’s excellent to receive recognition of the high standards we have set and maintained through our action plan.”
The team also highlighted the strengthening of relationships with partners, pointing to more open collaboration and shared ambition across Barnsley and the wider region. This includes closer work with the South Yorkshire Mayoral Combined Authority. Programmes such as Pathways to Work, Great Childhoods Ambition, Love Where You Live, and Health on the High Street were praised as strong examples of how Barnsley is delivering meaningful change and real benefits for residents.
Councillor Sir Steve Houghton, CBE, Leader of Barnsley Council, said: “I’m delighted that our peers have once again recognised how Barnsley Council is consistently delivering for our residents.
I am proud of the positive impact we deliver every day for our communities. Our dedicated teams and committed partners remain focused on sustaining local excellence so that Barnsley continues to be the place of possibilities.”
Following the review, a further report outlining the Peer Review Team’s findings will be shared with the council. In line with LGA guidance, the council will publish its response to this report within 12 months of the original Corporate Peer Challenge. Public reporting on the action plan will be shared through Cabinet and on our website.
