Residents' parking permits
We have four residents' parking zones in the borough. If you live in one of these zones you can buy a permit to allow you to park anywhere in the zone. The permit doesn't guarantee you a parking space directly outside your home.
If your business is located in a residents' parking zone, you can buy a permit to allow you to park near your premises. Your vehicle must be insured for business use for us to grant you a permit.
You can also buy vouchers to allow visitors to your home or business to park in a designated space. These vouchers must not be used for people to park while they go to work or go shopping.

Permit charges
Parking permits are priced differently for residents and businesses. The charges are set at a level to cover the cost of running the scheme.

What you need to apply
When you apply for a residents' parking permit, you'll need to provide documents linking you and your vehicle (if applicable) to a property in one of the parking zones.
Documents residents need to provide
One of the following that links you to the property:
- Council Tax bill for the current year
- tenancy agreement or rent book
- utility bill (gas, electricity or water) dated in the last three months
- bank statement dated in the last three months
- driving licence photo card
One of the following that links the vehicle to you:
- log book (V5C) including the page showing the vehicle details
- valid insurance certificate, not the schedule or letter/reminder (this may be a copy of the fleet insurance if it's a company vehicle)
- for company vehicles: a letter from your manager on company letterheaded paper showing:
- your full name
- registration number, colour, make and model of the vehicle
- confirmation you use the vehicle to carry out your normal working duties
- confirmation that the vehicle will be parked at your address (full address) outside working hours and will require a permit to park
If you're just applying for visitor vouchers
If you're a resident in a parking zone and are applying for visitor vouchers only, you just need to provide one of the documents that links you to the property.
Documents businesses need to provide
One of the following that links the business to the property:
- business rates bill for the current year
- business tenancy agreement
- business utility bill (gas, electricity or water) dated in the last three months
- business bank statement dated in the last three months
- charitable status document
One of the following that links you to the business:
- any document that links the business to the property (as above) if it also includes your name and the business name
- recent pay slip
- business liability insurance certificate if this lists your name
Both of the following that links you to the vehicle and the vehicle to the property:
- valid insurance certificate showing that the vehicle is insured for business use
- letter on company letterhead confirming that the vehicle is used for official business
If you're just applying for visitor vouchers
If your business is in a parking zone and you're applying for visitor vouchers only, you just need to provide documents that link:
- the business to the property
- you to the business
How to apply
You can apply and pay online for a resident's parking permit or visitor vouchers. In your application you'll need to upload all of the required documents. You should also read our parking permit information sheet before applying.
Please don't apply if:
- you don't live in a residents' parking zone
- you own a property in a residents' parking zone but you don't live there (if you're a landlord, the resident should give you a visitor voucher to use when you're visiting)
- you live in a residents' parking zone and receive voluntary care from a family member or friend - please call us before applying online
How to use permits or vouchers
Permits and vouchers should only be used in the zone that’s printed on them. If you use them in a different zone or don’t correctly display them in your vehicle you may receive a parking fine). We also monitor the use of visitor vouchers and will investigate any wrongful use.
