In addition to the board, the following sub-groups meet and work on the plan, reporting to the main board at every meeting.

Performance Management and Quality Assurance Group

The sub group has its own work plan and reports to the board regularly. It aims to monitor performance of all board organisations, looking at local, regional and national data/information, to provide assurances that we're working together to keep adults safe.

Regular audits are completed to check that learning has been embedded and practice is constantly improving.

Group updates

Pathways and Partnerships Group

The group has its own work plan and reports to the board regularly.

It aims to:

  • support the board's work by making sure good policies and procedures are written and used to keep adults safe from abuse or neglect
  • design and deliver operational guidance and policies
  • produce leaflets and other publicity information
  • examine the learning from safeguarding adults reviews, and develop summaries to assist learning and practice
  • oversee a media strategy for safeguarding adults to keep it in the public eye

Group updates

Domestic Homicide Review/Safeguarding Adult Review Executive Group

In Barnsley, the consideration of whether to undertake a safeguarding adult review is delegated to an Executive Group of the Barnsley Community Safety Partnership/Safeguarding Adult Board.

The aims of the group are:

  • to share historical and current agency information known about the victim/perpetrator/family/household members or known significant others
  • to share information about the events surrounding the death of the victim
  • to identify any parallel review processes which may be planned or underway in relation to the incident, and the implications of these for DHR/SAR arrangements
  • to advise the SAB Chair on whether the statutory criteria for undertaking a SAR have been met and accordingly whether a SAR should be commissioned
  • to identify those best placed to sit on the Safeguarding Adult Review Panel (where applicable) and its terms of reference.

Any other local or national agency which had or may have had involvement with the victim, perpetrator or their families and households should also be invited to contribute to and attend the meeting.

Learning and Development Group 

The group has its own work plan and reports to the board regularly. It aims to help all agencies to deliver high quality learning by quality assuring existing training and resources, and by developing new resources and learning opportunities when required.

It aims to:

  • support the delivery of practice development events
  • quality assure education and training
  • evaluate safeguarding training delivered in Barnsley
  • develop new resources and materials to help all organisations to deliver high quality training
  • create specific learning opportunities to meet the needs of staff and volunteers

Group updates

Safeguarding Adults Forum by Experience (SAFE) Group

Local Barnsley people come to this group as they want to help us keep adults safe. A number of the attendees are involved in other customer groups, or have direct experience of care or supporting adults who received care. The group meets every two months.

The group has its own work plan and reports to the board regularly.

It aims to:

  • make sure that all publicity material produced can be understood by the public
  • develop guidance to help adults who 'buy their own care' to do so safely
