Leader announces a review of climate change and net zero activity

Barnsley Council is preparing to carry out a review of all its climate and net zero-related activity to ensure public resources are focused on work that delivers clear benefits for residents, supports statutory responsibilities and provides value for money.

The Leader of Barnsley Council Cllr William Brown has asked officers for a full review of all climate-related targets, programmes, budgets, contracts, partnerships, strategies and performance measures. 

It will consider which activity should continue, change or stop. These decisions will be based on evidence of whether the activity provides a benefit for residents, delivers value for money, or is a legal requirement.

The leader has also made clear he wishes for the council to formally withdraw the council's Climate Emergency Declaration and associated Zero40, Zero45 and net zero targets. The declaration was approved by Full Council in September 2019.

Cllr Brown says the council will continue to back practical work that delivers clear benefits for Barnsley residents and businesses. This includes activity that helps households cut energy bills, improves the energy efficiency of homes and council buildings, reduces long-term running costs, supports local businesses, secures external funding for the borough or is needed to meet statutory duties.

The review will also seek to identify opportunities to redirect resources towards priority frontline services. 

Cllr William Brown, Leader of Barnsley Council, said: “Our priority is to make sure the council is focused on the things that matter most to people in Barnsley.

“We need to be confident that every area of work is delivering for residents, meeting our legal responsibilities and making the best possible use of public money.

“That does not mean stepping away from practical action where it makes sense. If we can secure funding to help residents cut their energy costs, improve homes, reduce running costs across council buildings or support local businesses, we should continue to do that.

“This review is about taking a careful, evidence-based look at where we are, what is working, and what needs to change. We will report back once that work has been completed.”

An initial report will be completed by the end of September, with any recommendations to be considered through the appropriate council decision-making processes.
