About masterplan frameworks

Barnsley’s Local Plan includes some site allocations which require the production of a masterplan framework. The individual site policies explain why a masterplan framework is needed.

What is a masterplan framework?

Where masterplan frameworks are being sought, they will contain the following:

  • planning policy summary
  • site location and description
  • land ownership
  • a summary of the existing evidence
  • site evaluation (opportunities and constraints)
  • land use framework
  • sustainable movement framework
  • protection of existing pubic rights of way routes and their incorporation within new development layouts
  • vehicular movement framework
  • green and blue infrastructure framework
  • place-making framework (including design guides for character and neighbourhood areas where applicable)
  • sustainability and energy use
  • health and well being
  • design evolution
  • conceptual masterplan
  • infrastructure and delivery phasing

Masterplan frameworks are subject to public consultation and approval by the council prior to the determination of any planning applications on the affected sites.

Each masterplan framework will be bespoke and therefore be considered on a case by case basis.

The masterplan frameworks

Barnsley West

Following public consultation the Barnsley West masterplan framework was adopted by Full Council on 19 December 2019. Barnsley Council worked in collaboration with developers Strata Homes and Sterling Capitol PLC to prepare the Barnsley West masterplan framework document for land south of Barugh Green Road, Barnsley (MU1).

The Barnsley West masterplan framework area is located 2km west of Barnsley town centre on land between the communities of Gawber, Higham, Pogmoor, Redbrook and Barugh Green, and immediately north-east of Junction 37 of the M1 motorway. The masterplan framework area contains open fields, which were previously an open-cast mine and later refilled.

The site is allocated for development within the adopted Local Plan and can accommodate around 1700 new homes and 43 hectares of employment land. Alongside housing and employment land the masterplan framework also includes:

  • a new primary school
  • small shops and community facilities
  • brand-new infrastructure, including an access link road
  • open green space with wildlife corridors, watercourses and key pedestrian and cycle paths.

A community consultation exercise to gather views on the draft masterplan framework was carried out between Thursday 12 September 2019 and Thursday 24 October 2019. Through questionnaires and community events people had the opportunity to comment on the draft plan and its main themes.

Carlton

The masterplan for Carlton covers Local Plan mixed use site allocations MU2 and MU3:

  • MU2 - land between Fish Dam Lane and Carlton Road
  • MU3 - land off Shaw Lane, Carlton

Goldthorpe

This masterplan framework covers employment site:

Hoyland North

Following public consultation the Hoyland North masterplan framework was adopted by Full Council on 19 December 2019. Barnsley Council and WYG worked in collaboration with Harworth Group and Hoyland Developments Ltd to develop the masterplan framework covering a number of sites on the northern edge of Hoyland Common.

The masterplan framework sites are allocated for development within the adopted Local Plan and can altogether accommodate around 765 new homes and 37 hectares of land for employment use. Sites include:

  • HS56: land off Shortwood Roundabout, Hoyland
  • HS64: land north of Hoyland Road, Hoyland Common
  • HS66: land west of Upper Hoyland Road
  • ES14: Rockingham
  • ES17: land south of Dearne Valley Parkway

A community consultation exercise to gather views on the draft masterplan framework was carried out between Monday 5 August 2019 and Tuesday 17 September 2019. Through questionnaires and community events, people had the opportunity to comment on the draft plan and its main themes.

Hoyland South

This masterplan framework covers housing sites:

  • HS58 - land at Broad Carr Road, Hoyland
  • HS61 - land off Clough Fields Road, Hoyland Common
  • HS62 - land off Meadowfield Drive
  • HS65 - land north of Steed Lane, Hoyland
  • HS68 - land between Stead Lane and Sheffield Road, Hoyland Common

Hoyland West

Following public consultation the Hoyland West masterplan framework was adopted by Full Council on Thursday 24 September. We worked in collaboration with developer Newlands Developments to prepare the Hoyland West masterplan framework document for land west of Sheffield Road, Hoyland (ES13) and Land at Tankersley Lane, Hoyland (HS57).

The Hoyland West masterplan framework area is located 6.5km south of Barnsley town centre with the M1 motorway running adjacent to the site. The masterplan framework area contains open fields, which were previously an open-cast mine and later refilled.

The site is allocated for development within the adopted Local Plan and can accommodate around 49.3 ha or employment land and around 100 new homes. Alongside housing and employment land the masterplan framework also includes:

  • a link road between the new Birdwell roundabout linking to Tankersley Lane and from there to Sheffield Road
  • relocation of the area of Rockingham Sports Ground that falls within the site boundary to an appropriate location within Hoyland Principal Town.
  • Retention of mature trees and hedgerows alongside new planting and key pedestrian and cycle paths.

A community consultation exercise to gather views on the draft masterplan framework was carried out between Thursday 7 May 2020 and Thursday 18 June 2020. Through questionnaires and online question & answers sessions people had the opportunity to comment on the draft plan and its main themes.

Royston

Following public consultation the Royston masterplan framework was approved by Full Council on 29 July 2021.

The Royston masterplan framework will support the development of a diverse new neighbourhood with a mix of housing types and tenures, creating high-quality homes.

The framework covers land at the MU5 site and land at Lee Lane, Royston. The site has been allocated for development within the Local Plan and can accommodate around 994 new homes, a primary school and supporting infrastructure with facilities and small-scale retail.

A community consultation exercise to gather views on the draft masterplan framework was carried out between Wednesday 3 June 2020 and Wednesday 15 July 2020. Through questionnaires and community events people had the opportunity to comment on the draft plan and its main themes.
