We offer specialist advice on planning applications for major and minor developments, which you can use before you submit your application.
Major and minor developments range from small housing projects and commercial developments to large-scale projects like quarries, housing estates and golf courses. When you come to submitting your formal application for planning permission you’ll need to apply for either a major or minor development, but at this stage you can use the same form.
If you're planning a large scale development we strongly recommend that you apply for advice before you submit an application for planning approval. Pre-application advice assists in streamlining the decision making process and enables us to provide more comprehensive guidance to improve the quality of your submission.
People using this service may have already consulted an architect or builder and could be ready to submit their applications, or may simply require guidance as to what is possible. As part of the service we can check over your application and supporting documents.

Your proposals may also need Building Control approval.

- you're requesting this service for yourself, or on behalf of someone who has given you their permission.

Advice given by us for pre-application enquiries does not constitute a formal response or our decision about future planning consents. Views or opinions expressed are given in good faith, and to the best of ability, without prejudice to the formal consideration of the planning application.
The application needs to undergo consultation with the public and interested parties which will also be taken into account when the application is determined by us. We cannot give guarantees about the final decision that will be made on your planning or related applications. However, we will consider the advice note when making a decision on future planning related applications.
We will also consider changes in circumstances and information that could alter the original position. Little or no weight will be given to our pre-application advice for schemes submitted more than three years after the advice was issue.
If the development also relates to a protected building or site we may need to contact you for further information. This may result in an additional charge. For major developments, in some cases it may be necessary to enter into a planning performance agreement.
What you need
You need to provide some information to help us identify relevant planning policies:
- a location plan (to the scale of 1:2500)
- a layout plan (to the scale of 1:500)
- full details of the existing site or buildings
You may also need to back this up with:
- a full description of the proposal, with drawings
- any additional drawings, photos or models
The larger the development the more information you’ll need to provide.
You can upload copies of your plans and information while you’re filling in the online form. You can't upload plans that are larger than 25MB file size. If your application is larger than 25MB please save them to a CD or submit them on paper and drop them at one of our offices or send them to Barnsley Council, PO Box 634, Barnsley, S70 9GG. Please note, if you save them to a CD we cannot accept .exe or zip files in any format.
When you fill in our online form you should indicate that your documents have been submitted separately if you don't upload them as part of your application. When you hand in any documents you should clearly mark them with your site address and the name of our service (Planning and Environment).
How to pay
The amount you pay depends on the type and size of your development. You can see below how much you'll be charged. You need to pay the charge during your application before we can provide advice.
All fees include VAT. If you need a VAT receipt you'll need to provide an email address in your application.
- Five dwellings or fewer: £180
- Six to 19 dwellings: £600
- 20 dwellings or more: £1200
- 499 square metres or less of additional floor space: £240
- 500 to 4999 square metres of additional floor space: £600
- 5000 square metres or more of additional floor space: £1200
Other developments not within the above categories
- £120 for each 0.1 hectares (or part thereof) of site area
This includes any applications other than building works, eg change of use (including HMOs), running a business from home, outline applications, plant and machinery, county matters (minerals or waste), car parks, service roads or other accesses, oil or natural gas.
What happens next
Once we’ve received your online application, payment and supporting documents we'll aim to contact you within 28 days. However, please note that due to current ways of working due to the COVID-19 pandemic and the high volume of requests we are receiving, this may take longer. If we don’t have enough information we may ask you to send through more before we can process your request.
