Pre-application advice for developments

We offer specialist advice on planning applications for major and minor developments, which you can use before you submit your application.

Major and minor developments range from small housing projects and commercial developments to large-scale projects like quarries, housing estates and golf courses. When you come to submitting your formal application for planning permission you’ll need to apply for either a major or minor development, but at this stage you can use the same form.

If you're planning a large scale development we strongly recommend that you apply for advice before you submit an application for planning approval. Pre-application advice assists in streamlining the decision making process and enables us to provide more comprehensive guidance to improve the quality of your submission. 

People using this service may have already consulted an architect or builder, and could be ready to submit their applications or may simply require guidance as to what is possible. As part of the service we can check over your application and supporting documents. 

If you're considering a development and your property or site is in the Barnsley borough, you can apply for this service using our online form below. We charge a fee to cover our costs. 

We also give pre-application advice on historic buildings and places, and extending or altering your property.

If you need a VAT receipt you'll need to provide an email address in your application. 

What you need

You need to provide some information to help us identify relevant planning policies:

  • a location plan (to the scale of 1:2500)
  • a layout plan (to the scale of 1:500)
  • full details of the existing site or buildings

You may also need to back this up with:

  • a full description of the proposal, with drawings
  • any additional drawings, photos or models

The larger the development the more information you’ll need to provide. 

You can upload copies of your plans and information while you’re filling out the online form, although you can't upload more than 25MB of files.

If your application is larger than 25MB please save them to a CD (note: we cannot accept .EXE or ZIP files in any format) or submit them on paper, and post them to us at the address below.

If you don't have access to a scanner to upload your supporting documents, or if your files are too large you can drop them at one of our offices or send them to: Barnsley Council, PO Box 634, Barnsley S70 9GG.

When you fill out this online form you should indicate that your documents have been submitted separately on the supporting documents screen.

When you hand in the documents you should clearly mark them with your case reference number (provided at the end of the online form) and the name of the service (Planning and Environment).

How to pay

The amount you pay depends on the size of your development and site. You can look at the specifications below to see how much you’re likely to be charged, or we’ll tell you how much you need to pay while you’re filling out the form.

We charge £40 (including VAT) for small-scale, minor developments. These include proposals for developments of:

  • nine properties or fewer (if you can prove the application is for the sole use of a disabled person then we will refund the cost of this advice). 
  • commercial developments with floor spaces of 1000 square metres or less (these include shops, offices and leisure or industrial developments)
  • site areas that are smaller than 0.5 hectares (5000 square metres)

For larger, major developments, we charge £600 (including VAT). These include proposals for developments of:

  • between 10 and 49 properties
  • commercial developments with floor spaces between 1000 and 4999 square metres (these include shops, offices and leisure or industrial developments)
  • site areas between 5000 and 49999 square metres.

For the largest, major developments, we charge £960 (including VAT). These include proposals for developments of:

  • 50 properties or more
  • commercial developments with floor spaces of 5000 square metres or more (these include shops, offices and leisure or industrial developments)
  • site areas of 50000 square metres or more
  • sites which may need an Environmental Impact Assessment (these include quarries, waste disposal units and golf courses)

You need to pay via this application form before we can provide advice.

Please note an extra fee of 2.2% will be added to credit card payments.

What happens next

Once we’ve received your online application, payment and supporting documents, we'll contact you within 21 working days. If we don’t have enough information we may ask you to send through more before we can process your request.

Advice given by us for pre-application enquiries does not constitute a formal response or our decision about future planning consents. Views or opinions expressed are given in good faith, and to the best of ability, without prejudice to the formal consideration of the planning application.

The application needs to undergo consultation with the public and interested parties which will also be taken into account when the application is determined by us. We cannot give guarantees about the final decision that will be made on your planning or related applications. However, we will consider the advice note when making a decision on future planning related applications.

We will also consider changes in circumstances and information that could alter the original position. Little or no weight will be given to our pre-application advice for schemes submitted more than three years after the advice was issue.
