Barnsley Permit Scheme for street works
The Barnsley Permit Scheme is designed to minimise any delay and disruption to road users caused by street works. It applies to all streets in Barnsley. You can read more about the scheme in the permit scheme supplementary information.
Who needs a permit under the Barnsley Permit Scheme
Organisations who are 'statutory undertakers' of street works need a permit. Statutory undertakers include utility and telecoms companies with legal powers to work in or under the road to install and maintain their infrastructure, such as water, gas, electricity and broadband. See the New Roads and Street Works Act 1991 for more details.
Statutory undertakers must set out how they'll minimise disruption to road users and pedestrians throughout the period of their works.
Who and what the scheme doesn't apply to
Anyone who is not a statutory undertaker should apply for a roadworks licence before carrying out any works, rather than applying for the Barnsley Permit Scheme.
Separate licences are also needed to place skips, scaffolding or building materials on the highway. These activities aren't covered by the Barnsley Permit Scheme.
Fees and payments
The current fees for permits are in the table below. These are reviewed each year.

Conditions relating to immediate works
During the period between you starting the street works and your permit being granted, you have to carry out a number of activities. There are certain conditions that apply to these immediate activities, which you have to meet.
